when the arrival in China of Lord
Willingdon's Mission was imminent, I prepared in
collaboration with Mr. ■W.Hornell, C.1.M., Vice
Chancellor of the nongkong university, the
attached letter dated the 4th February, which
as Chancellor of the University 1 addressed to
Lord Willingdon. This letter was a request that
the Mission should pay an early visit to nongkong
and consider the requirements of the Hongkong
University in connection with the allocation
of Boxer Indemnity funds. I handed my letter
to Mr. S.Barton, C.M.G., B.M.Consul veneral at
Shanghai, who was then on a visit to me, requesting him
to deliver it to Lord willingdon and to reinforce
it with his own arguments.

Subsequently on the 28th seoruary,
Mr. Barton wrote to me from Shanghai as follows:-
"Lord Willingdon arrived on the 24th "ebruary

and has just left for Tientsin en route for Peking.
lf the fighting allows him through, his idea is
to see the minister and any Chinese Government
which may exist and then return here for the Right Honourable
Lieutenant Colonel L.C.M.S. Amery, M.P.,
